Child seat manufacturer Graco is being fined for failing to promptly recall defective child seats.

The National Highway Traffic Safety Administration (NHTSA) says that Graco will pay a $3 million fine and spend $7 million developing safety programs, all over issues with sticking buckles.

Initially, Graco refused to recall the child seats, saying that the buckles were becoming stuck because children were spilling food and drinks on them. Parents were reporting having to cut straps to get their children out of the seats. NHTSA told Graco that the situation was foreseeable, and ordered the company to recall the seats. After a month of resistance, Graco eventually conceded.

The first reports of sticking buckles date back to 2009, info that prompted the NHTSA investigation that led to the fine. By 2012, Graco was telling parents how to properly clean the buckles, but still wouldn't admit there was a safety issue.

Federal regulations require companies to them about safety issues within five business days of finding out.

The sports car relationship between Toyota and BMW will result in two cars that won't compete with each other.

The two automakers' joint sports car project will birth two different sized vehicles with the Supra nameplate heading back to Toyota's lineup while BMW will create its next-generation Z4. The two models are expected to feature a hybrid, four-wheel drive setup that utilizes BMW gasoline and electric motors. The German automaker is understood to be in charge of bringing its expertise in construction and carbon fiber to the architecture.

The Japanese automaker has previewed its new Supra with the FT-1 concept which will be significantly larger than the existing Z4. As a result, expect the platform that the two vehicles will be built on to be scalable and according to Ian Robertson, BMW sales and marketing board member, "The cars in themselves don't actually need to be positioned the same. The platform can spawn two positionings."

No decision on production for both vehicles have been made, but they'll likely be built at one factory similar to Toyota and Subaru's partnership on the FR-S and BRZ.

A loss of about 198 lbs is slated for the new Panamera while the car's powerplants are expected to be heavily revised. Engine choices won't change though, with the German sedan still expected to offer turbocharged V6 and V8 engines, a plug-in hybrid setup and a diesel option.

Three body styles are rumored to be in the works for the new car as well, a five-door coupe, a long wheelbase version and a shooting brake model that was previewed by the Sport Turismo Concept shown at the 2012 Paris Motor Show (seen above).

Inside, the center console is supposed to use less buttons to try and minimize the clutter.

The car will likely arrive in the United States sometime in late 2016 or early 2017.

One million fans of Jeremy Clarkson have now signed a petition to get the ousted host of Top Gear back on the air.

The petition on change.org was started on Tuesday, March 10 by UK website order-order.com, which is also known as Guido Fawkes.

"Top Gear is the BBC's greatest export and Jeremy Clarkson is central to the show's success.," said a spokesman for Guido Fawkes. "He's a living legend and the overwhelming success of the petition shows how popular he is with the British people. A bunch of left-wing pinkos at the BBC have been out to get him for ages, we want to see him re-instated and the BBC's bed wetters defeated."

Clarkson suspendedGuido Fawkes' support for Clarkson didn't stop with the petition. Once it hit the 1 million mark, the group rented a tank and hand delivered the petition to BBC headquarters with it.

Clarkson was suspended after a "fracas" that involved one of the show's producers. According to reports, Clarkson was upset with the catering and punched one of the producers over it.

The BBC has now announced that the final three episodes of this season have been cancelled because of Clarkson, further alienating fans of the show. Initially, the BBC said that the episodes were just being postponed. An investigation into the incident is currently underway and findings will be released next week.

So far, Clarkson has been pretty much silent on the situation, besides changing his twitter bio to read, "I am probably a presenter on the BBC2 motoring show, Top Gear."

2016 Cadillac CT6 Gets 400 HP Twin-Turbo V6

Cadillac's upcoming full-size rear-wheel drive sedan will launch with a twin-turbo V6.

Slated for production at General Motors' Detroit-Hamtramck assembly facility, the CT6 will have 400 hp and 400 lb-ft of torque as part of a new engine family from the brand. That engine will offer cylinder deactivation, continuously variable all-wheel drive and three drive mode settings. Cadillac also said today that the new engine lineup will include both four- and six-cylinder diesel engines.

Along with the new oil burners, Cadillac will also have a new naturally aspirated 3.6-liter V6 that will slot into the CT6, but also the ATS and CTS. The CT6 will also be available with Cadillac's twin-turbo 3.6-liter V6. The revamped naturally aspirated 3.6-liter V6 will come with an additional 14 hp and nine lb-ft of torque for a total of 335 hp and 284 lb-ft. Cadillac also said that it expects the revised engine to offer up to nine percent better fuel economy than the version powering current models. Those figures are based on burning regular fuel and are robust enough to credit the engine with being the highest-output naturally aspirated V6 per SAE certification.

Like the new CTS-V first shown during the 2014 L.A. Auto Show, the CT6 will use an eight-speed automatic transmission.
